I. Introduction: The Gap Between Policy Intent and International Understanding

Many governments and cities possess ambitious policies and excellent governance capabilities, yet these policies often encounter cognitive barriers on the international stage. The effectiveness of a policy does not depend on its internal logical rigor, but rather on whether the international audience can accurately grasp its underlying public values, cultural context, and long-term commitments. This "Context Gap Effect" is a core challenge in global governance.

The essence of government communication goes far beyond simply "releasing more information to gain attention from the international community." It is a systematic process of cognitive construction, the goal not being to make everyone see it, but to enable relevant interest groups—including international media, investors, businesses, and the general public—to form accurate, trust-based understandings. This paper aims to go beyond traditional information dissemination paradigms and, from the framework of international public communication studies, explore how public institutions can systematically build international understanding, trust, and long-term recognition.
